PATNA 15 June 2026:
The Capacity Building Commission (CBC), Government of India, organized a Southern Regional Consultation Workshop on Collaborative Capacity Building and Resource Sharing at the Administrative Staff College of India (ASCI), Hyderabad, on March 13, 2026. The workshop brought together 47 participants from 23 Civil Service Training Institutes (CSTIs) and other training institutions across South India.

The consultation workshop was led by Ms. S. Radha Chauhan, Chairperson of the Capacity Building Commission. The event commenced with a welcome address by Ms. Chandralekha Mukherjee, Principal Adviser, CBC, who emphasized the need to move beyond informal collaboration mechanisms and establish structured institutional partnerships among training institutes.
She highlighted the importance of shifting from a supply-driven training model to a demand-driven capacity-building ecosystem, enabling institutions to respond effectively to emerging governance challenges while leveraging collective expertise.
Addressing the gathering, Dr. Nimmagadda Ramesh Kumar, Director General, ASCI Hyderabad, stressed the significance of continuous learning and innovation in public administration. He showcased ASCI’s initiatives aimed at strengthening governance and enhancing the capabilities of public servants.
The keynote session was chaired by Dr. Kamal Kapoor, Deputy Director General, National Academy of Communication Finance, who presented recommendations developed through extensive consultations. He identified key opportunities for collaboration, including:
Faculty Sharing
Knowledge and Content Sharing
Infrastructure Sharing
Participants engaged in structured discussions through thematic breakout groups, analyzing challenges and proposing practical solutions to strengthen collaboration among Civil Service Training Institutes.
Major Recommendations
Creation of a Centralized Faculty and Resource Directory
Development of Content Discovery and Calendar Synchronization Mechanisms
Establishment of a Digital Infrastructure Dashboard linked with NSCSTI Accreditation and Credit Systems
Promotion of Inter-Institutional Collaboration for Efficient Resource Utilization
The workshop concluded with a presentation of group recommendations and discussions on the future roadmap for collaborative capacity building. In her closing remarks, Ms. Chandralekha Mukherjee emphasized the importance of transforming regional insights into actionable policy recommendations to build a future-ready, integrated, and collaborative civil service training ecosystem.
